Who determines that something is art? Urban movements as graffiti, designer furniture, "That is considered art? Who determines what is art and what not? Patricia, Caracas.

I have been forced to continue answering this question, by the comments of several people.
Because art is not an exact science, there are artists who are very good without being in museums. They sell their work themselves, through their blogs as Oncoy Rogger, Luis Palau Berastein, Marco Costa Salazar and many others around the world. There are also artisans who by his greatness of works have become good artists such is the case of Gregory Sulca who is a master of tapestry. That the works of these artists this or not in a museum does not take away how good they are as artists.

But as I am an art historian by profession, so I have to talk about works of art found in museums or may become a museum. Since museums are considered the pinnacle of art. Also because every institution has to have parameters creative, if not all who do the drawing and plan of a house was considered an architect and it is not.
